Thank you for your interest in this issue.
While this suggestion has gathered significant interest, we're unable to implement all of the excellent suggestions you make. We don't plan to work on this for the foreseeable future. This suggestion will be reviewed in about 12 months time, at which point we’ll consider whether we need to alter its status. The change requires an architecture change that may negatively affect other product areas.
After careful review of the most pressing needs of our customers, we've decided to prioritize other areas of the Jira Server roadmap, some of them including your highly voted suggestions:

Original request description
In certain circumstances, it would be useful if JIRA's email notifications included attachments, and a new "Attachment added" notification existed to notify users of attachments made to a page (and mail them the added attachment). Whether to mail attachments should be a per-user option.

There are some third-party plugins that allows users to embed attachment file into the email notification, please refer to the following Answer Threads:

FYI we support this in Notification Assistant for Jira
I would say this is one of the biggest issues with this software. Can not believe its not being considered
It is important for the company that I manage to be able to see the images attached to the notifications, that way it is more agile and comfortable for them to work with issues without having to access them and look for the comment in which they have been named to see the image.
Same problem with Service Desk mails to customers: JSDSERVER-3371.
Apart from the other replies, you can also use Mail Attachments for JIRA Service Desk that has been released exclusively to address this problem:
Has there been any movement on this? It would be great if this was at least a feature you can choose to enable or disable. I understand that it might've been a performance concern in 2005 but I think in 2018 those concerns are irrelevant?
