Add incoming and outgoing mail health monitoring

      Use Case: 

      As an admin I am concerned that I am having a problem with incoming or outgoing mail. I need the ability to monitor the health of JIRA's incoming and outgoing email.

      Suggested Change:

      Provide a way for admin to monitor health of incoming and outgoing email.

      Example health metrics and items that could be monitored:

      • Amount of time spent sending one email (perhaps as a histogram or pareto chart)
      • Amount of time spent sending/receiving the current message
      • Status of each mail handler and mail queue service (if it is currently running, when it last ran)
      • Number of emails sent in past hour, past day, and so on.
      • Failed message percentage
      • Status of mail on each node in JIRA Data Center instances

            Vote for implementation. 

            we have configured some mail handlers that couldn't successfully log on to our exchange server for two weeks and only because we were waiting for a specific mail did we even become aware of it

            Please implement this. 
            At a minimum there should be a red flag somewhere on this url: https://\{base_url}/secure/admin/IncomingMailServers.jspa for failing mailboxes or handlers.

            How much interest actually needs to be gathered for this issue? If there is a data ingress/egress function that doesn't notify anyone when it isn't actually ingressing or egressing correctly, this should be a built-in feature. Because it equals data loss. Which people tend to care about.

            Is there at least anything in the API that can be captured externally? (for Datacenter)

            Please add at at minimum a pop-up alert if incoming or outgoing e-mail isn't working. We've had both break due to IT changes and I as a Jira admin wasn't aware of the issues. This should be part of Confluence etc. health checks as well.
