Description

Use Case:

As an admin I am concerned that I am having a problem with incoming or outgoing mail. I need the ability to monitor the health of JIRA's incoming and outgoing email.

Suggested Change:

Provide a way for admin to monitor health of incoming and outgoing email.

Example health metrics and items that could be monitored:

Amount of time spent sending one email (perhaps as a histogram or pareto chart)
Amount of time spent sending/receiving the current message
Status of each mail handler and mail queue service (if it is currently running, when it last ran)
Number of emails sent in past hour, past day, and so on.
Failed message percentage
Status of mail on each node in JIRA Data Center instances
