Ability to disable "jira-migration-analytics-events-dispatcher-job" when Migrations are not running

      This is reproducible on Data Center: Yes

      Steps to Reproduce

      1. Install JIRADC version 9 or higher.
      2. Save a migration task, ready to run.
      3. Disable migration jobs or Just have saved migrations.

      Expected Results

      • Jira migration analytics stop collecting events and does not run. 
        • jira-migration-analytics-events-dispatcher-job stops running.

      Actual Results

      The jira-migration-analytics-events-dispatcher-job keep running.

      Workaround

      Disable JCMA plugin, unfortunately, as soon as the plugin is enabled the job would start again. This does not work well for large environments.
