Ability to configure satisfaction surveys to only be sent out some of the time.

      Problem Definition

      As a Service Desk administrator, I would like to configure satisfaction surveys to only be sent out some of the time. We expect a very high volume of requests to be opened and do not want a survey to be sent out for all of them.

      Suggested Solution

      Allow the survey sending rate to be configurable.
      Additionally, have the ability to disable the satisfaction survey for certain resolutions. E.g: "Canceled", "Declined".
