Allow customization of the Service Desk notifications to customers

      NOTE: This suggestion is for JIRA Service Desk Cloud. Using JIRA Service Desk Server? See the corresponding suggestion.

      There is currently no method to customize the notifications in Service Desk (it is either enabled or disabled, no modifications are possible).

      This makes it impossible to change who should/should not receive notifications when using the Service Desk notifications, and which operations shouldn't trigger a notification.

      It would be much more convenient if we can modify the Service Desk notifications.
