Issue Summary
When a JIRA instance is in a secured environment which does not allow outside access, should an agent reply to a customer and the reply contains Attached files, JIRA would show the attachments as links.
As mentioned since JIRA is in a secured environment, this would prevent access to the files mostly.
Expected
JIRA should attach the file directly to the email similar to how it works with incoming emails.
Actual
JIRA Adds a link that references the attachment to the reply.
