Issue Summary

The issue transition screens don't have a way to reference existing attachments on an issue while adding a new comment

Steps to Reproduce

View an issue
Trigger a transition screen by changing the status (if configured)
Notice there's no "reference attachment" button when adding a new comment

Expected Results

The "reference attachment" button shows

Actual Results

The "reference attachment" button doesn't show

Workaround

Add a comment and reference existing attachments on Issue view instead of transition screens
