When viewing filter page, pasting an image on the issue create screen can add the attachment to the wrong ticket

      Issue Summary

      Pasting an image on the issue create screen can add the attachment to the wrong ticket

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Go to Filters > View all issues and select List view (rather than Detail view)
      2. Click the Create button to open the Issue Create modal.
      3. In the Description field hit "Return". Observe that in the underlying filter page this results in the top most issue on the list opening. Don't click or type anything else - the Return seems to have acted to focus the underlying issue rather than the one in the Create modal.
      4. Paste an image using Control-V. Observe that it is attached to the underlying ticket rather than to the Issue Create screen.

      Expected Results

      Pasted attachments should only be added to issue in which there is a field where the cursor is focused / present.

      Actual Results

      Pasted attachments are added to the wrong issue.

      Workaround

      Add the attachment after creating the issue
