Pasting attachments in description field are uploaded incorrectly to the underlying issue while in the create issue dialogue.

      Issue Summary

      Pasting an image in the description field when Creating an issue (using the "Create" button) uploads the file to the underlying issue currently opened.

      Steps to Reproduce

      1. Remove the attachment field from the create issue screen
      2. Open any issue and click on the Create button from the top menu
      3. Copy (not use the attach button in the editor) any media and paste it onto the description field
      4. Notice that it gets uploaded to the underlying issue you're currently opening

      Expected Results

      The file should only get uploaded in the create issue dialogue 

      Actual Results

      The file gets uploaded to the underlying issue opened behind the create issue dialogue 

      Workaround

      Once you add the attachment field back to the create issue screen this behavior is gone and the attachment is uploaded correctly to the create issue dialogue
