Pasting an image on the issue create screen can add the attachment to the wrong ticket

This is reproducible on Data Center: (yes) / (no)

Go to an issue i.e. https://<site name>.atlassian.net/browse/<issue key>
Click the Create button to open the Issue Create modal.
In the Description field paste an image using Control-V. Observe that it is attached to the underlying ticket as well as to the Issue Create screen.

Pasted attachments should only be added to issue in which there is a field where the cursor is focused / present.

Pasted attachments are added to the wrong issue.

Add the attachment after creating the issue.
