Restrict the option to export Issues

      Summary

      In Jira's current state, any user with access to a Project is able to export its contents through the Issue Navigator and there is no way to restrict who is able to export Issues.

      This means that when you have access to a Project, you can collect all data on every field.

      Proposed solution

      Add an additional layer of restriction the Share dashboards and filters permission in the Global Permissions.

      Users without this permission should have the Export button hidden.
