Issue Summary
Using the "Any Status" Transition to itself on a Workflow doesn't work on the New Issue view.
Environment
- Jira Cloud
Steps to Reproduce
- Create a Project
- Go to the Workflow
- Add a New Transition from "Any Status" to "itself" give it a Name
- Publish the Workflow.
Expected Results
The New Transition buttons should be able to show, as how it has been configured.
Actual Results
The Transition buttons doesn't show and somehow is hidden on the New Issue View

Notes
Points to note that this shows perfectly on the Old Issue View.
Workaround
Switch to the Old Issue view in order to View or use those Buttons, since they have the "All Transition"
- Goto Profile avatar > Personal Settings Under Jira Labs toggle the action button on the Jira New Issue View to "OFF"
