Issue Summary
When the customer navigates to the Feature Backlog and try to pull rank from the Capabilities, the system does not seem to know that Capabilities are the items that are above Features, it seems to think Product Bundles are, and that the Solution layer is not turned on.

Steps to Reproduce
Backlog rank items in external tools is enabled for the Program and Solution layer under admin > roles
Navigate to a Feature Backlog and ensure that no PI is selected in the Tier 1 configuration.

Go into the Feature Backlog and try to pull rank from Capabilities.
Expected Results
We should be able to Pull Rank using Capabilities
Actual Results
The system does not seem to know that Capabilities are the items that are above Features, it seems to think Product Bundles (or Epic Default in our case) are above Features, and that the Solution layer is* not* turned on. Again, see inline-1904923449.png
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
