Issue Summary

Backlog: Pull Rank from Capabilities is not available for Features.

Steps to Reproduce

1. Login.
2. Select any Program that has Capabilities in Context Menu.
3. Go to the Backlog.
4. Selected Features view.
5. Check Pull Rank.

Expected Results

Pull rank from Parent Capabilities is available.

Actual Results

Only Pull Rank from Epics is available.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
