When a Jira Cloud app is added it doesn't add it group access to Connect/Forge apps user

      Issue Summary

      When a new Jira Product (Jira, JSM, CSM or JPD) is installed it doesn't add it group access to the Connect apps user

      This is reproducible on Data Center: no

      Steps to Reproduce

      Tested with a Connect app.

      1. Get an instance where a Jira platform is not enabled yet.
      2. Install an app.
        1. Check its user's group memberships
        2. Check a normal user account membership.
      3. Then, enable JPD on the instance.
      4. Check a normal user account. Notice that the JPD access group membership was granted automatically.
      5. Check the app user account. Notice it was not added to the JPD access group.

      Expected Results

      When a new Jira app is installed on an instance, the app user should be granted access to the project.

      Actual Results

      Apps only receive access to the new app once they are reinstalled or added manually.

      Workaround

      Reinstall the app or manually provide their user access.
