Issue Summary:

The Connect or Forge app installed via the Marketplace does not automatically receive updated permissions when new Atlassian products are enabled on the site after the app's initial installation.

Steps to Reproduce

1. Create a new site with Jira
2. Create a Forge or Connect on Forge app that requests permission for the Jira and JSM app.
3. Install the app on the newly created site.
4. Activate the JSM product.
5. You can see that the app will not have access to the newly added product, and any calls to JSM will result in a 403 status code.

Expected Results

The app should receive permission of the newly added product

Actual Results

The app user is not added to the default groups, which results in missing product permissions and a 403 error when calling the product API.

Workaround

• Reinstall the app
• Upgrade to v3
