when the branch selector in the repo Files, Commits, Branches or Create pull request screens are activated, the first branch/tag name has focus, and using the up/down arrow keys move the focus, however if you use your mouse and hover over other items in that list, the keyboard-focused item is still highlighted and it looks like there are two focused items in the list.
