Email response does not properly render inline images

      The email response sent to customers includes a dead/inaccessible link (see attached file)

      Steps to repro:

      1. Agent attaches an image to the issue
      2. Agent references the image inline in a comment using ! notation
      3. Agent posts comment.
        • OK behavior comment is correctly rendered in Jira
        • Bug email sent to customer contains dead link:
