Problem Definition
When public signup is set to off (Request security is set to "Only people who have an account can raise a request") JIRA Service Desk agent won't be able to invite new customers (the Invite customers button is missing in the Customers page). However project Administrators are still able to invite new customers.

Hello Atlassian,
We require our agents to invite customers or create requests on behalf of new customers, but we cannot have any random person who lands on our customer portal to be able to sign up.
Due to the nature of our business and the types of requests available in the customer portal we must keep the portal private and control the creation of customer portal accounts.
At the moment the only way we can have our agents invite customers is to turn on public sign-up. This is not ideal for us because we need to constantly check the user management because Jira/SD does not inform us of when a new account has been created.
Some options here would be most welcome.
