      NOTE: This suggestion is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding suggestion.

      When we have Service Desk with restricted access currently only the Administrators are allowed to create new customers.

      It would be great if Agents could create new customers as well.

      It would be even better to add a customer creation link on the Create Request screen to allow the customer creation on the fly.
