As an admin, I would like to be able to configure the visibility of a request via project Issue Security

      Problem Definition

      Today, a customer can only access to a request which he/she is a reporter, or a participant. There's no way to allow some customers to view other/all requests, or to make some requests viewable by all customers

      To make the visibility of requests configurable via Issue Security
