      I would like to have SLA Goal for ticket in REST API in miliseconds as goalTime. ID doesn't give enough info.

            The existing REST API's inside Service Desk are internal, and therefore subject to change at any moment.

            For this reason I would not suggest relying on them for any plugin development.

            The good news is that there is some progress being made on JSD-107. I would suggest adding your request to that ticket, and also voting + watching it for any updates / announcements as to a publicly supported REST API for development consumption.
