would like the ability to allow collaborators to work on issues (log time). When we need to engage a developer (non agent) in an issue, it is very awkward to open a separate issue in a different project just for the collaborator to log time. Often, it may simply require research and no development.

We can live with the other restrictions forced on collaborators, but this would be greatly helpful and not harmful to the JIRA SD licensing scheme.
