The description of this ticket refers to have a rich-text editor in the description field on the Portal. This actually shipped a while ago, there is a full rich-text editor in the description field including text formatting, tables, and more. I'm closing this ticket and marking it as fixed.
However, most of the recent comments on this ticket are about support for inline images in the description field. That remains a gap and is being tracked here: https://jira.atlassian.com/browse/JSDCLOUD-13618

Problem
The Description field on a Request type (Customer portal) is a simple text box where a customer can just describe the issue and there is no option to add code blocks, format the text, or mention someone.
Suggestion
Add the same editor as the comment box where the customer can format the text correctly in order to create a ticket with a clear and organized description.
