Allow inline images in Description field on Customer Portal

Customers would like to insert inline images in the Description field on the Portal, without using markdown. 

At the moment the Agent view supports inline images:

But the Portal view doesn't not:

Workaround

The current workaround- using markdown - requires markdown knowledge which cannot expected from end users.
