Add rich text editor to customer portal

      Description

      Currently, customers using the portal to create issues have no ability to format their description, while Agents can do so through the agent view. 

      This can make it very difficult for the customer to communicate their requests/issues in a readable manner. It also makes it difficult for them to include links, and paste images inline. 

      Adding a rich text editor to description fields and comments in the portal view would make the portal much more user friendly four our customers.
