Provide the ability for admin to control Service Desk notification for status change

      NOTE: This suggestion is for JIRA Service Desk Cloud. Using JIRA Service Desk Server? See the corresponding suggestion.

      Currently, Service Desk will send out notifications to customers for every visible status change. There's a use case where it is required for the statuses change to be visible to customers but notifications shouldn't be sent to prevent too many emails to customers.

      By enabling further control for this can be useful. For example, a checkbox for every Workflow Statuses setting in Service Desk whether a notification should be sent or not.
