Add the "Show transition in the customer portal" checkbox for next-gen/team-managed projects

Problem

While using a next-gen project, it isn't possible to set a transition to show in the customer portal for customers to transition issues, like Escalate.

Add the ability to show transitions in the customer portal for next-gen/team-managed projects.
