Organise Attachments in Customer Portal and ability for customers to delete own attachments

      Currently, attachments in the customer portal are contained within customer comments, but are not organised in any way. As an administrator, I believe it would be useful to keep all attachments in a section of the customer issues, that way all of them are contained in one central location and more organised.
