      In the document Customizing JIRA Service Desk permissions, it's not clear that a customer must have "Create Issues" permissions to view previous created requests.

            Fixed in Admin JIRA Server 070, 071, & Cloud spaces.
            Modified the text in the customer permissions section to clarify that customers need Create Issue to view their issues in the portal.
