Hi all,
We've recently made it possible to add multiple languages for your portal and have resolved this issue for JIRA Service Desk Cloud.
Check out the new "Language Support" section to manage translations for both the customer portal and email notifications. Read more about it here.

In the the new self-service profile screen only the timezone can be changed.
I suppose you could still use the regular JIRA interface to achieve this. But there is problem with the Activity Stream when the user is restricted to the Customer Portal.
