We have released a feature to allow customers to set their preferred language which makes this request obsolete. More information can be found in Customer language preference.

Service Desk 1.2 introduces a new login and profile page.
Similar to the customer time zone, add the ability to change the JIRA language. Because JIRA doesn't detect it from the browser settings JRA-36925
