Allow Internal Comments to be Restricted

      NOTE: This suggestion is for JIRA Service Desk Cloud. Using JIRA Service Desk Server? See the corresponding suggestion.

      At present, all internal comments are visible by all agents and collaborators.

      However, we have different standards of agents/collaborators. Both technical and business ones. Therefore, we require the capability to restrict internal comments to certain groups of collaborators, ie: restrict to technical only as a business collaborator has no requirement or need to see that comment.
