Add ablity to re-assign reporter to another user

    • We collect Jira feedback from various sources, and we evaluate what we've collected when planning our product roadmap. To understand how this piece of feedback will be reviewed, see our Implementation of New Features Policy.

      I would like to have the ability to re-assign the reporter of an issue. This would be even more valuable for issues eventually reported via email. It might also be useful to be able to make the reporter a guest user and tracked only via email.
