Changing the Reporter of a bug

    Description

      There should be a way (for an administrator only?) to change the reporter of a bug. Sometimes someone sitting at someone else's computer files a bug and it gets filed with the wrong reporter. Then the wrong person gets email about it, etc.

      Also, I want to delete a user who is no longer with our company. But since he filed some bugs, JIRA won't let me remove him. And I can't change the reporter, or even change it to <unknown> or something.
