Reporter and Component Owner as selection options in assignment

I would like to see reporter and component owner (idea behind JRA-1438) to be options when assigning an issue.

In our company (and I believe most others) a QA person enters the issue (reporter) and then a developer fixes the issue (component owner) and then forwards the issue back to the QA person. The issue may bounce back and forth between QA and development but typically its still back and forth to the same two people.

Since most bugs will go through this flow, it would be nice to just put these special values into the assignment selection list.
