Re-indexing admin section notification should not be shown to any JIRA project admin

      Project Leads and Project Admins see the re-indexing notification (as described in JRA-18080) while on the administration page of a project, but since they are not a JIRA System Administrator or JIRA Administrator, the message is useless and annoying because they do not have the correct permissions to perform the re-index.

      Currently any user that has the Administration tab enabled and clickable, will see this message when they click on the tab.

      However it should be that only the JIRA System Administrator or Administrators should see this message.
