The "Reindex" required message is still visible when not logged in. I guess only "System Admin" and "Admins" who can reindex issues actually want to see it. It also leaks a little information. There is no direct link off the "anonymous" menu, however anonymous can go directly to "jira/secure/project/ViewProjects.jspa" to get it.
