At this time, this suggestion is not on the JIRA development roadmap. There are quite a few add-ons on the Atlassian Marketplace that offer this functionality.

we'd very much like to have a 'find similar' feature when creating issues, in order to reduce the number of duplicate issues that are created. this is the one feature that Scarab had that we miss.
