It would really nice if JIRA could perform a search for similar issues when a new issue is created. By showing these to the user prior to them saving the issue, duplicates have a chance of being caught before they even enter the system.

Similar functionality is offered by Scarab and is usually a standard feature in helpdesk software, and I think it'd make a great addition to JIRA also.
