Instant Search or Verification check for duplicates

A very nice feature would have either

1) When you start typing a bug title in the "Summary" text box, it starts listing similar names that might match, to prevent writing duplicates issues. Possibly include a link for those titles that could open in a new page/tab for them to have a quick view in case they find one that may match.

or

2) Have it go to to a verification page after submitting the report, listing similar summary titles based and/or descriptions matching the correct report in progress, giving you the ability to verify first before final submission.

The reason I request this feature is because if you do not have the proper privileges, you cannot just delete duplicates. It would help prevent duplicates, giving both yourself, and your administrator less work on having to delete the duplicates.
