Summary
Note that this issue is to cover a situation where there is no scrolling at all when the destination page is reached.
If the destination page scrolls, but does not end up in the correct location, there is a separate ticket for that here:

According to the Insert Links and Anchors - Link to an anchor on a page documentation, a link with the format
http://<INSTANCE>.atlassian.net/wiki/spacekey/pagename#pagename-anchorname
should open the page and scroll to the anchor, but it's currently not scrolling.
Environment
- Confluence Cloud
Steps to Reproduce
- Create a page;
- Insert some text (enough to fill the entire page);
- Create an anchor at the end and publish the page;
- Try to access http://<INSTANCE>.atlassian.net/wiki/spacekey/page+name#pagename-anchorname (real example below)
https://<INSTANCE>.atlassian.net/wiki/spaces/TP/pages/4587521/Test+anchor#Testanchor-final
Expected Results
The page will open and scroll down to the anchor.
Actual Results
It opens the page but will not scroll down to the anchor.
Workaround
No known workaround.
