Enterprise / admin controls for Automation - provide a specific permission for editing automation rules, option to restrict external URLs / integrations, manage which actions send emails

      Suggested improvements

      • Ability to control the Send email action to restrict sending to external users - Currently, the Send email action in automation rules has ability to send email to non-Jira users/external users and the information may include data and content that must not be sent external to the business. 
      • Currently, for a user to be able to edit multi-project or global automation rules, they must have the "Administer Jira" global permission. This permission would also allow the user to create projects, and create/edit/delete configurations such as issue types, workflows, custom fields, etc. Having the ability to have a group of users who can manage automation rules site wide without making them a complete Jira admin would be very beneficial.
      • ability to choose if a rule should send emails in certain actions
      • Restrict the connectivity and integrations - add a control where users can't connect or integrate with other sites such as Google.
