      Currently, for a user to be able to edit multi-project or global automation rules, they must have the "Administer Jira" global permission. This permission would also allow the user to create projects, and create/edit/delete configurations such as issue types, workflows, custom fields, etc. Having the ability to have a group of users who can manage automation rules site wide without making them a complete Jira admin would be very beneficial.
