A4J - Provide the ability to suppress email notifications for create issue, transition issue, assign issue and delete issue actions

      Currently in the Cloud version, is only possible to suppress notifications for the Edit Action.

      As an Admin, I'd like to have the same option for the other actions like Transition , Create, Assign issue, and delete issue actions.
