Support creating work items with required/custom fields

      Summary

      Rovo currently faces limitations when creating Jira issues, as it can only fill default fields like summary, description, and project. This results in errors when Jira issues have mandatory custom fields, which Rovo cannot populate.

      Suggestion: Enhance Rovo to support the creation of Jira issues that include required and custom fields. This improvement would prevent errors related to mandatory fields, making Rovo significantly more valuable for managing Jira tasks.
