Add option to hide on call user's phone numbers

    Description

      Issue:

      Currently, all users with any level of access can click "who is on call" then click a user's name and if they have a phone number listed, it will show.

      Suggested solution:

      Being that non-admin users do not have access to the user's page, it would make sense to hide the user's number from other non-admin users or only show the last 4 digits to maintain user privacy.
