      As a programm manager I want to select the level of user license independent from the max JIRA users so that I will be proportionally charged to the amount of users who actually use Portfolio.

      Current situation:
      Portfolio will be charged according to maximum tier of the licensed JIRA application [1]. Taking into account that in a regular organization you have 5 - 10 % of project management, the Portfolio's pricing model seems disproportional to the actual user base.

            Quite the same for us ... would love to use portfolio put pay 8000$

            for less than 10 User is very expensive if you break it down to a single user

            This license model doesn't work.  Either reduce the per-seat pricing, or permit a la carte user licensing - or permit Portfolio on one Jira instance (smaller user base) to pull Boards/Projects/Issues from another (large user base).  We are just about to have to double our Jira license, and the Portfolio licensing fee is untenable.

            We have the same issue with our team.  350 users in normal JIRA, but only about 30-40 users that are building products.  So about 10% of users total would use the tool.  Make it more a la carte, and up the cost a bit to cover. But otherwise it's unviable.

            This would be helpful as we also have a similar scenario where the the number of portfolio users is way lesser than what JIRA license we have.

            I have the same issue than what has been mentionned. We have only 10-20% people across JIRA Users , who needs JIRA Portfolio.  We are trying to find a way to purchase only few , as of now we have not deployed Portfolio JIRA due to this constraint.

            We are currently evaluating JIRA server + some plugins like Portfolio, but the licensing model for plugins like Porfolio is terrible as on 100 users only few people, about 10 will use it and we have to pay licence for 100users. This point is also a blocker to deploy JIRA in my company and we are evaluating some other softwares.

            +1 as a request. We have a 500 user license and a maximum of 10% of people would require the use of these features. Therefore this is a blocker to purchase and we are evaluating alternatives to meet our business need.

            I totally agree. The only reason we aren't purchasing Portfolio is because of this issue. *We have a 2000 JIRA user license and we will only have about 10-20 people who would be using this tool for program/product/project management which is 1-.5% of the user base. QAD will not approve this cost for just 10-20 users.*
