NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

Jira is famous for its great ecosystem for plugins/addons. But not every Jira user is actually using every (commercial) addon productively. So I'm willing to pay e.g 100 Jira user licenses but only want to pay 10 licenses for a commercial addon. Currently this is not possible due to the license model which counts the licensed jira users.
As an impact of that, as an administrator I'm available to choose which of the Jira users are able to use a specific addon.

yea, this should be allowed in all the versions, it should be flexible not every organizations need 500 license for the add-on there could be only 10users ... but one should at least have 0-25 or 0-50 options so both can get benefited from.

            Will it possible???

            Hi all,

I noticed this (new?) system app by accident on our instance:
"Universal Plugin Manager - Role-Based Licensing Implementation Plugin"

Judging by the name it sounds like exactly what we are asking for.

I could not find any information about this on the Atlassian site or the internet.

Does anyone know anything about this?

            Thanks,
            Daniel

This is clearly not in the interest of Atlassian. The issue is open for 6 years without moving one bit. There are over 700 votes, but still Atlassian doesn't consider this for the roadmap. The latest comment from Atlassian is from 4 years back, that they selected other issues based on votes. I wonder which issues they selected that have more votes.

Move on people, this is not going to happen!

Any movement on this?  RBAC is desperately needed to solve this problem.

Came here looking to reduce XRay cost. Only handful of QA team members need this but we are paying for all users accessing JIRA.

We should probably all comment of the Jira cloud side, as server is no longer supported anymore for new updates: https://jira.atlassian.com/browse/JRACLOUD-59932

This is a blocker for Atlassian. We have 1000 persons in our group, and a team of 5 wants to use a plugin. It makes no financial sense to pay for the plugin for 1000, when only 5 persons need to use it. For example if the plugin was $1 per user per month, we would be paying $1000 for access, v. $5. Over a years time this would be 12K v. $60. There's no way this would work for us.

come on guys, please give us role based access control so we can limit access to apps for only those users requiring it and save on the licensing charges!
