Currently, users will only need to have project administration role on the projects to be able to start/complete sprint. It does not need other condition.
However, there are cases that user would only want certain status to be achieved before a sprint can be started/completed.
For example refer to the screenshot below:
So as a recommendation, to imply some condition before the sprint can be started.

We would like to have condition like Sprint should not be started untill all the stories associated with that sprint mush have some value to Estimate field (story points), any workaround to implement this with current jira.!!

Many thanks for reporting this issue. We see it as a valid feature request however we cannot provide any guidance at this time as to when, or if, we'll be implementing it.

As a Product Owner
I want to add a condition for the start sprint button
So that it’s not possible to start a sprint if not all stories have the status analyzed
In our workflow we have three steps that fits the ToDo column, new, under analysis and analyzed. To eliminate the possibility to start a sprint with stories that are not ready for development I would like to add a condition to the start sprint button. Please see attached mock-ups.
GHS-12363 is created by atlassian support centre. This requirement appears similar to this issue. Please vote this issue so that it can be implemented.
